Ningbo Customs' 'Inspect-First-Ship-Later' Model Streamlines Small-Commodity Consolid

Ningbo Customs has rolled out an 'inspect-first-ship-later' model for export consolidations (LCL shipments), solving the long-standing 'cargo-finding' difficulty faced by small and medium enterprises shipping small commodities overseas. Cao Wenqing, deputy chief of the Logistics Monitoring Section at Meishan Customs, said the model is a key measure under Ningbo Customs' cross-border trade facilitation campaign and a vivid local adaptation of the 'Yiwu development experience.' To date, 15 customs-supervised operating sites across Ningbo are equipped with export consolidation functions, and related business volume has surpassed 62 billion yuan. The model enables goods from multiple traders to be assembled and declared together, with inspection completed before loading, sharply cutting clearance time and transaction costs. Moving forward, Ningbo Customs will keep refining the model and deepening Ningbo-Yiwu port coordination, combining Ningbo's port and shipping strengths with Yiwu's market and manufacturing advantages to help micro, small and medium foreign-trade firms stabilize orders and expand markets.
