According to China's trade-remedy information portal, on October 30 the European Commission launched a safeguard investigation into imports of certain new hybrid passenger vehicles (New Hybrid Vehicles for the Transport of Persons). The probe covers hybrid buses and is the latest in a series of EU trade-defense actions targeting Chinese new-energy transport products.
Industry observers note the move comes as Chinese NEV exports to the EU surged — passenger-car exports to the bloc rose about 87% in the first nine months, with plug-in hybrids up 372% — prompting Brussels to broaden its toolkit beyond anti-subsidy duties. Chinese automakers are accelerating local production and compliance build-outs in Europe in response.
Trade frictions are pushing the competitive battleground from price subsidies toward product strength and regulatory compliance, as carmakers negotiate export quotas and localize manufacturing to secure stable access to the European market.
