The General Office of the State Council has issued 'Opinions on Adapting to AI Technology Development to Help Build an Employment-Friendly Development Model,' deploying 18 main tasks across six areas.
The first area strengthens AI's job-creation effect: expanding emerging AI employment space, nurturing stable hiring by small and micro firms, creating new AI entrepreneurship models and developing new AI occupations. A second area builds an employment-friendly AI upgrade path, cushioning displacement and establishing an AI application employment-risk assessment mechanism.
Further tasks raise workers' digital literacy, use AI to improve employment services, improve rights protection and social security for human-machine collaboration, and set up monitoring, early-warning and response systems for AI's employment impact.
The move is seen as the first written requirement among major economies to institutionalize an AI employment-risk assessment, balancing productivity gains with worker protection.
