On October 25, an AI-industry daily brief highlighted that the General Office of the State Council issued an opinion on AI-friendly employment, writing "employment-risk assessment" and "laid-off buffer periods" into the procedural obligations for enterprises rolling out AI — a first-of-its-kind institutional safeguard as automation spreads.
In the same week, the Ministry of Industry and Information Technology deployed a special "AI + Software" action, aiming by 2028 to cover 20,000-plus above-scale software enterprises, deliver 100 technical transformations and 100 intelligent-agent benchmarks, and incubate more than five open-source projects. Front-eight-month software revenue reached 10.28 trillion yuan, up 8.8%, with daily token calls surpassing 500 trillion.
The dual track — protecting workers while pushing AI deeper into industry — reflects a policy balance between innovation speed and social stability. Enterprises are now expected to assess displacement risk and provide transition buffers as they deploy agents and automation.
Analysts say the rules make "deployment people" and "compliance boundaries" the new cost and competitiveness items for AI adoption in China.
