On November 5, China's Ministry of Industry and Information Technology opened public consultation on the draft Interim Provisions on Digital Identity Management for New-Energy-Vehicle Traction Batteries, with feedback due by December 6. The roughly 20-article draft defines a digital ID indexed by the national-standard 24-digit battery code, linking design, production, sales, vehicle fitment, repair, dismantling, recycling and reuse.
Automakers must disclose key battery details — code, maker, warranty period and cathode chemistry — to owners via the vehicle system or app, and work with battery makers to track end-of-life utilization. MIIT will build the underlying data system and share information with the National Development and Reform Commission and transport authorities. Analysts say recycling policy is moving from broad principles to enforceable codes and accountability, putting traceability into the hands of owners and regulators before the retirement wave peaks.
