China's NEV Aftermarket Enters Standardization Era: Mandatory Safety Code Proposed for Charging

On August 5, 2026, China's Ministry of Housing and Urban-Rural Development released a draft mandatory national code for EV charging and battery swap facility projects, marking a comprehensive regulatory push for the NEV aftermarket.

BEIJING, Aug. 5, 2026 - The Ministry of Housing and Urban-Rural Development (MOHURD) released a notice soliciting public comments on the draft mandatory national code "Electric Vehicle Charging and Battery Swap Facility Project Specifications." This follows the August 1 implementation of CCC certification for chargers and the NEV repair safety standard, completing a comprehensive regulatory framework for the NEV aftermarket.

The draft code establishes differentiated mandatory requirements for three types of facilities: charging stations (classified into four tiers with specified fire access routes, monitoring system functions, fire resistance ratings, and fire separation distances); battery swap stations (prohibited from locations in Class A/B industrial buildings and underground/semi-underground regular parking garages); and integrated provisions for fire safety, electrical safety, and structural requirements.

This regulatory push comes as China's NEV fleet approaches 49 million units and charging infrastructure exceeds 23 million units. The State Administration for Market Regulation has also initiated spot checks on over 140,000 public charging piles for metering accuracy, with non-compliant units facing operational bans. These measures collectively signal that China's NEV industry has moved beyond the "sell first, regulate later" phase into a mature, standardized era where consumer protection and safety are paramount.
