China's NEV Fleet Surpasses 45 Million: Two Major Regulations Take Effect on August 1, 2026

With China's NEV ownership exceeding 45 million units, two national regulations took effect on August 1, 2026: mandatory CCC certification for EV chargers and a national safety standard for NEV repair, fundamentally reshaping the aftermarket.

BEIJING, Aug. 1, 2026 - Two landmark national regulations took effect simultaneously on August 1, 2026, fundamentally transforming China's new energy vehicle aftermarket. The first mandates CCC (China Compulsory Certification) for all electric vehicle charging equipment, and the second establishes a national safety standard for NEV repair and maintenance.

According to the Ministry of Public Security, China's NEV fleet surpassed 45 million units by July 2026. The National Energy Administration reported that by end of June 2026, China's total charging infrastructure reached 23.057 million units (guns), up 43.2% year-on-year, with private chargers accounting for 18.048 million units (78.3% of total) and public chargers at 5.009 million units.

The CCC certification mandates that all EV charging equipment manufactured, sold, or used commercially must pass national safety certification, effectively barring substandard products from the market. The NEV repair safety standard addresses long-standing consumer complaints about opaque repair practices, high costs, and safety concerns with high-voltage systems. Additionally, on August 5, the Ministry of Housing and Urban-Rural Development released a draft mandatory national code for EV charging and battery swapping facility projects, further strengthening regulatory oversight.
