Multiple domestic carmakers recently traveled to Beijing to negotiate with relevant authorities over the allocation of hybrid-vehicle export quotas, several people familiar with the matter said on November 2.
The move follows the understanding on hybrid-vehicle trade reached by China and the EU during the second meeting of the China-EU trade and investment consultation mechanism in Beijing on October 8-9. The two sides, in line with WTO rules, agreed an uplifted arrangement for hybrids based on the 2025 baseline of 302,000 units, safeguarding Chinese exporters' space and stable growth.
Because the total quota is limited and each manufacturer is competing for a share, the negotiation is intensifying. Observers note that shifting trade thresholds are, in practice, accelerating Chinese automakers' local-production build-out in Europe.
