At the November 3 "Stride into the 15th Five-Year" press conference on cultivating new growth drivers, the NDRC said that during the 15th Five-Year period China will keep leveraging its complete industrial system, rich application scenarios and strong engineering capability, using landing applications to pull tech innovation through coordinated "point-line-surface" efforts, the Securities Times reported.
At the "point" level, organized "AI Plus" application breakthroughs will prioritize tough, dirty, tiring, complex and difficult scenarios such as mining, high-altitude work and emergency relief. At the "line" level, the country will keep building national AI application pilot bases in manufacturing, energy, transport and healthcare, pooling compute, models and data. At the "surface" level, it will improve the "AI Plus" policy system, refine key-sector implementation plans and issue scenario classification guidelines.
The approach aims to lower the threshold for AI adoption across industries and provide stronger institutional support for deeper "AI Plus" expansion.
