YIWU, Zhejiang, Aug. 2026 - China's first-ever market procurement export reform for cosmetics, implemented as a pilot program in Yiwu, marked its one-year anniversary with impressive results: 1,746 export declarations processed, with cumulative export value exceeding 600 million yuan. The reform, reported by Economic Daily and China Customs, represents a breakthrough in regulatory innovation for cross-regional beauty product exports.
Under traditional regulations, cosmetics intended for export required inspection at each product's manufacturing location - a cumbersome process given that Yiwu consolidates beauty products from manufacturers across China. The Yiwu reform allows consolidated inspection at the procurement location (Yiwu), enabling cosmetics from multiple production regions to be combined in a single container with one inspection, dramatically reducing time and costs.
The reform has served 275 manufacturing enterprises and established Yiwu as a major hub for cosmetics exports. Color cosmetics are the primary export category, with products sourced from nationwide manufacturers consolidated in Yiwu for containerized export. The success of this pilot is being studied for potential replication in other specialized markets, further cementing Yiwu's role as China's laboratory for trade facilitation innovation.
