On Oct. 28, the Beijing Municipal People's Government released the '15th Five-Year Plan for the New-Type Energy System,' setting out a clear roadmap for transport decarbonization. The plan calls for the city's NEV parcel to reach 2.4 million vehicles and mandates that new-car registrations be at least 65% new energy vehicles.
The document also promotes an 'electrification of railways plus NEVs' green logistics model, aiming to build a zero-emission freight corridor across the Beijing-Tianjin-Hebei region, with green transport accounting for 13% of cargo handling.
Authorities will additionally push biomass sustainable aviation fuel for the aviation sector, extending the dual-carbon transition from private mobility to freight and flight.
Analysts say the 65% registration target makes Beijing one of the most aggressive sub-national NEV mandates in China, reinforcing the national trend of oil-to-electric vehicle replacement.
