At the 2026 Intelligent Economy Forum on September 16, Baidu Smart Cloud released an industrial-agent operating system that deeply fuses general, professional and customized agents with enterprise data and business processes, and launched a companion 'Baidu Dazi' development platform.
The centerpiece is a pledge that the Skill ecosystem will 'never take a commission' — all third-party revenue goes entirely to developers. Baidu said 'Dazi' (its AI companion) already reached 6.743 million monthly active users in July, and the operating system is designed to push AI capability from chat scenarios down into the full flow of enterprise production and operations.
In his forum remarks, Baidu executive Shen Dou proposed the concept of an 'industrial agent operating system,' noting that global AI capital expenditure is still only about 0.4% of GDP — AI has not yet systematically entered the infrastructure cycle. He argued the real value users pay for is not 'can you do it' but 'can you get the job done.'
Baidu's professional-agent matrix — including planning, strategy and rapid-build agents — has already entered the core business processes of many customers as productivity tools, and the company expects every enterprise's core tasks to eventually be internalized by industrial agents.
By betting on a 'no commission' ecosystem and an agent OS that sits inside business workflows, Baidu is staking a claim on the entry point to industrial AI — competing less on model benchmarks and more on making AI genuinely live on enterprise processes.
