On September 11, 2026, nine Chinese government departments including the Ministry of Industry and Information Technology (MIIT) released the "15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry." The plan sets out that by 2030, China's intelligent connected NEV industry-chain advantages will be further consolidated, the country will enter the ranks of the world's top automobile powers, and the share of NEVs in domestic passenger and commercial vehicle sales will reach 70% and 40% respectively, with vehicles equipped with autonomous driving functions achieving scale application. The plan also lists five key tasks: improving technological innovation capability, optimizing and upgrading the industrial system, promoting cross-sector integration, building a scientific and efficient industry governance system, and creating a new landscape for global industrial cooperation. Industry observers noted that China's previously set NEV penetration target has been exceeded ahead of schedule, with NEV retail share reaching about 54% in 2025 and monthly penetration climbing to 65.2% as of August 2026.
