Per the Economic Daily, MIIT recently issued the "Special Action Plan for 'AI + Software,'" stressing that the quality of intelligent software services must ultimately be tested in industry scenarios.
Under the pull of policies including the "AI + Manufacturing" implementation opinion and the "Model-Data Resonance" campaign, China's AI industry has left behind the "virtual heat" of parameter races and concept hype, entering a pragmatic cycle where implementation and value matter most.
In industry, the yardstick for AI innovation is not novel technical names or large model parameters, but whether it can take root in industrial scenarios, rely on industrial data and vertical models, and create real cost reduction and value growth for the real economy.
The shift signals a maturation of China's AI sector toward scenario-driven, outcome-oriented deployment across manufacturing, finance, healthcare and public services, moving from "building the hammer before finding the nail" to solving real pain points.
