On September 8 at Ningbo-Zhoushan Port's Meishan terminal, consolidated export cargo—electromechanical parts, home hardware, festival goods—was efficiently inspected, released and loaded under Meishan Customs supervision, bound for global markets.
In response to the "hard-to-find, hard-to-repack" pain points of consolidated small-commodity exports (exemplified by Yiwu goods), Ningbo Customs learned from the "Yiwu development experience" and advanced its "inspect-before-loading" supervision model to ease port business environment.
From January to August 2026, Ningbo Customs supervised 142,000 TEU of consolidated exports under this model, with a value exceeding 62.65 billion yuan, ranking first in the country.
By moving inspection ahead of loading and linking an information-management system to warehouse data, the model has cut clearance time and logistics costs. Ningbo now has 15 customs-supervised sites with consolidation export functions, with plans to expand the pilot under its 2026 cross-border trade facilitation campaign.
