Recently, nine ministries including the Ministry of Industry and Information Technology (MIIT) jointly issued the "15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry," targeting a 70% NEV passenger-car sales share and 40% commercial-vehicle share by 2030, with autonomous-driving vehicles achieving scaled application.
Yicai noted that, compared with the "14th Five-Year" period's penetration-rate-focused assessment, the new plan sets more quantitative targets and broader coverage, including raising overall labor productivity by 15% from 2025 and cultivating several whole-vehicle and parts firms among the world's top ten and top 100 respectively.
For the first time, "capacity warning and control" is written into the plan. It requires strict enforcement of the Automotive Industry Investment Management Regulations, raises thresholds for new independent NEV projects, and steps up market-oriented mergers, acquisitions and cross-regional integration to drive inefficient capacity out in an orderly manner.
Battery capacity warning and control management is also specifically included, extending regulation from whole vehicles to core components. Cui Dongshu of the Passenger Car Association said capacity warning is a key lever for high-quality development, curbing blind new projects and vicious price wars.
