On September 9, 2026, the Beijing Municipal Government issued the "15th Five-Year Plan for High-Precision Industries." The plan provides a systematic roadmap for AI and chip self-sufficiency.
It calls for advancing chip design to the industry frontier, building innovation platforms for RISC-V, chiplet and photonic-electronic-quantum fusion technologies, and laying out domestic computing architectures. It also proposes building scientific intelligence and embodied intelligence innovation highlands and deploying world models.
The plan includes building a token settlement system, developing token factories, and advancing intelligent agents toward autonomous execution. It also calls for implementing the "AI+" action in healthcare, manufacturing and education.
Analysts said the plan demonstrates Beijing's commitment to building a fully independent AI and semiconductor industrial stack.
