On September 9, 2026, the Beijing Municipal Government issued the "Beijing 15th Five-Year Plan for High-Precision Industry Development." The plan calls for breakthroughs in solid-state batteries and high-performance hydrogen fuel cell technology, and aims to gradually raise the NEV share to 70%.
The plan positions Beijing as a hub for intelligent connected vehicle technology innovation and industrial clustering. It calls for accelerating full-link innovation in intelligent connected vehicles, building global competitive advantages in software and hardware technologies, and improving the industrial ecosystem by attracting core projects in power batteries, drive motors, intelligent chassis, and smart cabins.
Also on September 9, Zhang Yongwei, President of the China EV100 Research Institute, stated at the 2026 Aggregated Intelligence Industry Development Conference that the embodied intelligence industry urgently needs breakthroughs in four core hardware technologies: storage, computing chips, new-generation connectivity, and perception devices.
Wuhan Optics Valley also released its city-level intelligent pilot platform implementation plan, targeting completion by 2028 with eight scenario deployments in embodied intelligence including mobility logistics and governance coordination.
