On October 22, eight ministries including the Ministry of Industry and Information Technology issued the 15th Five-Year Plan for Enhancing Industrial-Base Capabilities, which calls for using artificial intelligence to empower foundational innovation. The plan directs the building of general and industry-specific large models for the industrial base, fusing industrial mechanisms with agent decision models, developing "intelligent-native" base products, and cultivating new forms such as Model-as-a-Service and Agent-as-a-Service.
It routes AI into the full product cycle - research and development, design simulation, pilot verification, production and operations - to raise the intelligence of process management, analysis and forecasting, and decision execution, accelerating iteration of the industrial base. The plan also stresses strengthening enterprises' principal role in innovation, with companies taking the lead in national research projects.
Frontier fields are front-loaded for breakthrough: quantum technology, bio-manufacturing, hydrogen and fusion energy, brain-computer interfaces, embodied intelligence and sixth-generation mobile communications (6G). The document frames a "scenario-led, foundation-first" approach to turn frontier technological results into real industrial applications.
