On November 4, the National Development and Reform Commission and four other departments issued an action plan under the comprehensive conservation strategy, calling for stronger recycling of solid waste from the "new three items" - lithium batteries, photovoltaic modules and wind turbines - and building a full life-cycle management system for NEV power batteries.
The plan also includes improvement of decommissioning and scrapping rules for wind and solar equipment. Industry observers say the policy addresses the sustainability and ecological-security risks tied to the fast-growing NEV and renewable sectors.
