On September 7, 2026, China's Ministry of Industry and Information Technology (MIIT) issued the "15th Five-Year Plan for Information and Communication Industry Development." The plan calls for accelerating the construction of a national integrated computing network and orderly deployment of 10,000-card, 100,000-card and larger intelligent computing clusters.
The plan sets a target of reaching 9,800 EFLOPS of intelligent computing capacity by 2030. It also calls for research and development of 1.6Tb/s optical transmission systems, 200G-PON optical access systems, and hollow-core fiber cables, as well as 100G and faster inter-satellite and satellite-ground optical communication equipment.
Beijing's 15th Five-Year Plan for the digital economy and high-precision industry was issued in parallel, focusing on intelligent computing and computing networks, with emphasis on RISC-V instruction sets, open-source operating system ecosystems, and 100,000-card-level computing clusters.
China's intelligent computing capacity reached 2,185 EFLOPS by the end of June 2026, with over 70 computing corridors built around the national network, and domestic open-source models becoming the choice of more global users.
