24,000 Non-Citizens Voted? U.S. Census Bureau Report Questioned

   2026-08-22 Xinhua20

BEIJING, Aug 21 (Xinhua) -- A report released by the U.S. Census Bureau on its website on the 18th, claiming that 24,000 non-citizens participated in the 2020 presidential election, has drawn scrutiny. Multiple media outlets reported on the 20th that the study's methodology is flawed and its conclusions inaccurate.

The report cross-referenced a commercial voter database with federal records from the Internal Revenue Service, the Social Security Administration, the State Department and the Department of Homeland Security. It concluded that more than 128 million U.S. citizens voted, along with 24,000 non-citizens. California, Texas, Florida and New York had the most non-citizen voters, with Mexico, Canada, Jamaica and the Philippines topping the list by country of birth. The Census Bureau said it still holds more than 32 million unanalyzed records, implying the non-citizen voter tally should exceed 24,000.

The commercial voter database was supplied by Virginia-based firm 'Data Clarity,' which won a roughly $650,000 federal contract in 2024 to obtain registered-voter data for the 2030 U.S. Census.

On the day of the release, Republican President Trump claimed via social media that the report proved he -- not former Democratic President Biden -- won the 2020 election. Trump has long blamed his failed 2020 re-election bid on voter fraud, an allegation widely described as lacking evidence.

The Census Bureau's parent agency is the U.S. Commerce Department. Commerce Secretary Lutnick posted that this is only the beginning and the next analysis 'could expose hundreds of thousands of additional illegal voters.'

CNN reported on the 20th that the Census Bureau's release raised concerns about political pressure on the agency. Typically led by career statisticians and operating independently of the White House, the bureau saw several analysts from the conservative America First Policy Institute installed by the Trump administration earlier this year.
