Ukrainian President Volodymyr Zelensky said on August 11 that Ukraine has obtained evidence that Moscow plans a full-scale mobilization after Russia's parliamentary elections scheduled for September 18-20.
"Putin's plan is not particularly complicated," Zelensky said, describing a goal to rapidly mobilize several hundred thousand Russians by the end of the year, plus a similar number the following year. He said the plans were confirmed by internal Russian documents discussed in a meeting with intelligence chiefs.
Russia has announced only one partial mobilization during its full-scale invasion, in September 2022, a move that sparked nationwide protests. Analysts note that a second mobilization would be politically risky for the Kremlin amid growing public fatigue and economic strain.
