Yiwu luggage makers ride RCEP tariff cuts to become export 'hidden champions'

As the Regional Comprehensive Economic Partnership (RCEP) enters its fourth year, more than 90% of goods trade among members is now tariff-free, reshaping China's luggage-export map — and Yiwu's source factories are emerging as quiet winners.

Customs data show China's luggage exports reached $7.86 billion in the first quarter, up 23.4% year-on-year, with exports to RCEP members at $2.68 billion (up 31.7%), 34.1% of the national total. ASEAN, for the second straight year, is China's largest luggage-export region. Yiwu alone exported $1.24 billion of luggage in Q1, up 27.8%, or 15.8% of the national total.

Logistics backbone is widening too: in the first two months of the year China-Europe freight trains ran 572 trips carrying 47,000 TEUs, while sea-rail intermodal trains moved 28,000 TEUs. In February a train loaded with 110 containers of Chinese-style women's bags departed Yiwu West Station for Madrid — a routine snapshot of services now reaching 50-plus countries and 160-plus cities.

RCEP's rules of origin are raising the bar. To qualify, regional value content must reach 40% or more, making traceability of fabric,辅料 and processing mandatory, and turning quality consistency and delivery certainty into hard thresholds. Yiwu commerce-bureau research shows the share of pure traders in local luggage exports fell from 42% to 31% between 2025 and Q1 2026, while orders at source-factory exporters grew 47%.

Firms like Feihong Luggage — RCEP-export leaders and Yiwu's luggage 'hidden champions' — embody the shift from scale expansion to quality-and-efficiency upgrading, building a closed loop of capacity, quality control, compliance and design, and writing a new chapter in Chinese manufacturing's climb up the global value chain.
