The 2026 China Computing Power Conference opened on September 12 in Langfang, Hebei, under the theme 'Weaving the Compute Grid, Igniting a Smart Future,' Xinhua reported on September 14.
During the conference, Huawei set up a dedicated pavilion across seven sectors — compute, optical networks, datacom, storage, HarmonyOS terminals, energy storage and AI enablement solutions. Guo Zhenxing, vice president of Huawei's China enterprise business, said AI is moving from technological demonstration to large-scale deployment, with compute becoming the primary factor of production reshaping industries.
A State Council executive meeting on September 11 stressed that the compute grid is the foundational support for AI development, calling for rational, orderly layout, improved compute infrastructure, and a multi-level networked compute system. The signal indicates compute has become a new type of infrastructure on par with water and electricity.
Concrete scale is already visible: China's daily Token calls exceeded 140 trillion as of March 2026 (National Data Administration), and agents in finance, power and other sectors have reached million-scale. Hebei — a strategic node for the 'East Data West Computing' project and Beijing-Tianjin-Hebei coordination — is the province with the highest comprehensive compute index, offering millisecond-level latency around Beijing, abundant green-power resources and stable cool temperatures.
Huawei is advancing its 'All Intelligence' strategy: it has open-sourced its CANN hardware enablement platform and foundational software including the MindSpore framework, achieved Day-0 native adaptation for mainstream models such as DeepSeek, Kimi and Qianwen, and built more than 5,800 industry solutions with over 2,700 partners — turning compute, models and scenarios into real industrial value.
