An Xinhua commentary on October 30 argued for combining autonomous control with open cooperation in artificial intelligence. It noted that, according to the 2026 spring report of Hugging Face — the world's largest open-source AI community — open-source models developed in China account for 41% of global downloads, surpassing the United States for the first time, with cumulative downloads exceeding 10 billion.
Opening model frameworks to the world, the piece argued, trades away some technological barriers but wins back iteration feedback and ecosystem position within open-source communities. Scenario cooperation turns technical strengths into cooperative stickiness: Chinese agricultural AI large models already serve more than 2 million mu of farmland in China and ASEAN, saving over 20% of labor. The commentary also called for同步 progress on compute "hard connectivity" — China's intelligent-computing scale reached 2,185 EFLOPS by end-June with over 70 compute corridors — and rules "soft connectivity," plus two-way talent flow, so that self-reliance and openness reinforce rather than contradict each other.
The framing encapsulates China's stated approach to competing globally while building collaborative AI governance and infrastructure links.
