On September 10, 2026, the Shanghai Municipal Government issued the "Beautiful Shanghai Construction 15th Five-Year Plan," calling for accelerated green and low-carbon industrial transformation.
The plan highlights the development of green energy, new energy vehicles, energy conservation and environmental protection industries, and supports the construction of smart factories, zero-carbon factories and zero-carbon parks.
NEVs are positioned as a pillar of Shanghai's green industrial upgrading. The plan also calls for supporting the deployment of smart connected vehicles and expanding charging infrastructure.
Shanghai has been a leading market for NEV adoption, with the new policy expected to further boost local demand and attract related supply chain investments.
