On September 11, 2026, nine ministries including the Ministry of Industry and Information Technology (MIIT) jointly issued the "15th Five-Year Plan for the High-Quality Development of the Intelligent Connected New Energy Vehicle Industry."
The plan sets targets for China to rank among the world's leading automotive powers by 2030, with new energy passenger vehicle and commercial vehicle shares reaching 70% and 40% of new vehicle sales respectively. It also calls for high-level autonomous driving on expressways and urban express roads.
The plan outlines 17 key tasks, including tax incentives, trade-in programs, new energy vehicle rural promotion, and addressing weak links in automotive chips and operating systems. It emphasizes building a world-class industrial cluster and cultivating globally competitive vehicle enterprises.
Industry analysts said the plan provides a clear policy roadmap for China's NEV industry, consolidating the country's leading position in the global electric vehicle transition.
