The Cyberspace Administration of China published the full text of the National Informatization 15th Five-Year Plan on October 23, setting out 25 key tasks across 10 areas to deepen the country's digital transformation through 2030.
The plan calls for building a new-type information-infrastructure system, a cybersecurity science-and-technology innovation system, and a cyberspace industry ecosystem, while raising the level of modern governance, information-for-public-good, digital-green coordination, regional balance and openness. It also stresses bolstering security safeguards, laws, regulations and standards.
Artificial intelligence sits at the center of the blueprint, alongside next-generation networks, data elements and digital industry. The document positions informatization as a strategic foundation for high-quality development, explicitly naming emerging fields such as autonomous driving and the low-altitude economy for stronger legislative research.
Analysts view the plan as a top-level signal that Beijing will continue to channel resources into domestic compute, AI industrialization and secure, sovereign digital infrastructure over the next five years.
