On October 24, at a press conference for the 12th Henan Provincial Party Congress, provincial development chief Ma Jian said the province would "accelerate building an OPC (One-Person AI Company) innovation and entrepreneurship ecosystem" under its "AI+" and "data-element×" actions — the first time OPC has entered a provincial-party press release, an AI-industry daily reported on October 25.
Previously OPC policy appeared mostly in district or park pilots; the provincial-level mention signals budget and evaluation will follow. Separately, the Huaqiangbei OPC Service Center launched on October 25 at the Fuxing Century Building, with nearly 10,000 square meters covering startup incubation, growth, "little-giant" and integrated services, supporting concept validation, prototyping, branding, supply-chain docking, small-batch production and overseas launch.
Futian District signed ecosystem partnerships with the World AI Glasses Alliance and others, linking Shenzhen's Angel Mother Fund to offer rent support. Zigong opened its first OPC zone on October 23 with zero-cost entry, subsidies up to 15,000 yuan and venture loans to 6 million yuan; Beijing aims to cultivate over 10 OPC growth communities this year.
The wave shows China betting on AI-enabled micro-entrepreneurship as a new form of tech-native employment and industrial vitality.
