On October 23, the CCTV-affiliated outlet Yuyuantantian disclosed that leading Chinese AI firms DeepSeek (DeepSeek) and MiniMax have completed registration procedures and cleared compliance for open-source releases and overseas authorization of their large models, the Science and Technology Innovation Board Daily reported on October 25.
MiniMax's technology export registration covers "some recently released and forthcoming models," spanning open-source release and overseas authorization. The move came after the Ministry of Commerce and Ministry of Science and Technology on October 16 published draft revisions to the Catalogue of Technologies Prohibited or Restricted from Export, proposing to add 23 AI technologies — including large-model training methods, agent systems and high-performance computing clusters — to export controls.
A top brokerage's chief computer-industry analyst said the two firms completing registration means that while core sensitive technologies are strictly controlled, the overseas path for general open-source models has actually become clearer, helping stabilize global confidence in Chinese models. An overseas To-B-focused AI startup founder said the cleared process gives the industry a replicable compliance template and should lift acceptance among overseas SMEs.
The development turns compliance uncertainty into certainty, with more open-source model vendors expected to follow with their own overseas registrations.
