Following the MIIT's "AI + Software" Special Action Implementation Plan, Wang Zhiqin, vice president of the China Academy of Information and Communications Technology (CAICT), outlined a two-phase push to reshape the software and IT services industry with artificial intelligence.
Issued under the State Council's "AI+" opinion, the plan sets 2028 and 2030 milestones to reshape software and IT services. CAICT's 2026 survey shows enterprise AI code-generation adoption exceeds 40%, with nearly 30% of enterprises reaching 90% smart development-tool penetration.
Products are shifting from functional tools to autonomous agents, and services from product delivery to outcome- and value-based delivery. The plan also arranges standards, talent, employment and security safeguards.
