The Ministry of Industry and Information Technology (MIIT) presented the "15th Five-Year Plan for Smart Connected New Energy Vehicle Industry Development" at a State Council Information Office press conference, signaling a strategic shift from scale expansion to high-quality development.

The plan sets ambitious infrastructure goals, including achieving "full coverage of charging stations at the county level" and "full coverage of charging piles at the township level" across China. It also strictly prohibits products that have not undergone sufficient verification from entering the market.

The plan emphasizes research on retired power battery regulations and calls for strengthened quality control throughout the NEV production chain. This represents a maturation of China's NEV policy framework, moving from quantity-driven growth to quality-first development.

According to the plan, the government will support technological innovation in batteries, smart driving systems, and vehicle-to-grid integration, while promoting industry consolidation to eliminate substandard manufacturers.
