The document guides financial institutions to optimize financial services in the consumption sector of lower-tier markets and strengthen financial support for eligible consumer commercial facility projects. It supports qualified wholesale, retail, and service consumption enterprises in issuing bonds and listing for financing. Trading and logistics enterprises that open new chain stores in counties may apply for entrepreneurial guarantee loan policies and receive interest subsidy support.
