China Daily reports that, as global AI-agent industry data released in mid-October converged with China's continuing dedicated agent policies, AI agents are shifting from concept prototypes to deliverable, billable enterprise 'digital labor.' The 15th Five-Year Plan outline lists agents and embodied AI as core AI innovation directions, and the first national agent policy, 'Implementation Opinions on the Regulated Application and Innovative Development of Agents,' sets the industry framework.
The State Council's 'AI+' action sets a quantified goal of over 70% agent penetration by 2027. On Oct 16, MOFCOM and MOST revised the 'Catalogue of Technologies Prohibited or Restricted from Export,' adding 23 AI-related controlled technologies with clear rules on open-source exemptions, API allowances and restricted weight transfers, ushering domestic agent 'going global' into a compliance phase.
Enterprise adoption is diverging by commercialization capability. Marketingforce (02556.HK) disclosed that its AI-application revenue rose about 114% in the first three quarters of 2026, sustaining triple-digit growth on a high base; its 'full-stack Token factory' strategy lowers the barrier and cost for enterprises to build agents. Financial firms and manufacturers such as Anta are deploying agents across trading, compliance and cross-border e-commerce, cutting manual work by around 90%.
