At the October 19 State Council Information Office briefing on "technology-prospering commerce," MIIT science and technology director Wei Wei said the "AI + Manufacturing" special action — jointly issued with the Ministry of Commerce and six other departments at the end of 2025 — has delivered solid results in its first year.
First, scenario-led application expansion: following a "one industry, one map; one scenario, one file" model, more than 1,000 high-value application scenarios have been distilled across 20 industries such as steel, autos and pharma, with 285 typical cases published and over 5,000 enterprises engaged in supply-demand matchmaking; AI-technology adoption among above-scale manufacturers exceeds 30%.
Second, a stronger industrial base: the "model-data resonance" action has built more than 500 high-quality datasets across 20 key industrial fields and promoted over 100 industrial agents, with over 100 national and industry standards and 70-plus international standards led by China, plus a published and promoted agent-interconnection protocol.
Third, accelerating terminal products: a national standard system for AI-terminal intelligence grading has released seven category standards — phones, computers, TVs, glasses and more — with over 100 products meeting auxiliary-level requirements; first-half 2026 intelligent-terminal shipments surpassed 100 million units. By the end of June, China had over 6,600 AI enterprises.
