An auto-industry weekly report maps the sector's "internal and external" forces. In early October, passenger-vehicle retail showed stable year-on-year volatility, but NEV wholesale grew 6% with penetration above 78%, underscoring structural divergence between retail weakness and supply-chain resilience.
On October 10, the Ministry of Industry and Information Technology and three other departments issued a draft on strengthening automobile product innovation-design and R&D testing-validation management. From January 1, 2027, for newly declared innovative-design products, automakers must add 51 technical parameters — 41 on innovation design and 10 on R&D test validation. CPCA secretary-general Cui Dongshu said the draft upgrades the regulatory logic from "meeting national standards suffices" to "full R&D validation before access," directly targeting "instant car-making" and helping NEVs move from involution to shakeout and back to value.
On exports, the Ministry of Finance and the State Taxation Administration announced on October 12 that the NEV VAT export rebate rate will drop from 13% to 9% starting April 1, 2027. Meanwhile, the Ministry of Commerce outlined China-EU auto-trade consultation consensus: on hybrids, both sides confirmed three principles — respect for facts, non-discrimination and compliance — and a safeguard arrangement on the 2025 import base protecting Chinese export space, with the quota no lower than for any other source and consistent with WTO rules; on EVs, the EU will continue price-commitment and other review procedures.
With the export environment tightening, China's auto going-out is moving from scale expansion into a deep-cultivation stage.
