Data shows that in the first 11 days of October, passenger-vehicle retail fell 24% year on year, yet NEV wholesale rose 6% with a penetration rate of 78.18%. On October 20, China Financial Online reported that four ministries have issued a draft on auto innovation-design management, specifying that from 2027 newly declared models must strengthen safety and environmental validation, with 51 new technical parameters added.
On the export side, the NEV value-added export rebate rate will be lowered from 13% to 9% starting April 1, 2027, while China and the EU reached a safeguard arrangement on hybrid quotas and electric vehicles still face anti-subsidy review pressure. Institutional research notes that the regulatory logic is shifting from "meeting the standard means market access" to "full R&D validation before access," directly targeting the pain point of "instant car-making" and forcing firms to compete on technology, quality and compliance rather than price.
The policy package is accelerating industry consolidation. Leading automakers with deep R&D, localized overseas capacity and cost-effective products are better positioned to win. The research argues that under a strong value orientation, firms with full-stack technical capability, deep overseas channels and efficient compliance response will benefit first, industry concentration is likely to rise, and the valuation logic is shifting from sales-growth to profit quality and global competitiveness.
The shift marks a transition of the NEV sector from involution (cut-throat competition) toward value-based competition, as the industry goes through a quality-centered restructuring.
