On October 13, 2026, the General Office of the Shanghai Municipal People's Government issued the Shanghai 15th Five-Year Plan for Energy Saving, Carbon Reduction and Circular Economy Development, laying out targets for greener transport energy structure.
The plan encourages owners of existing fuel passenger cars to update to new-energy vehicles, projecting that the city's fuel passenger-car stock will enter a peak plateau by 2030. By that year, the electrification rate of passenger cars is to exceed 40%.
Shanghai will push city public-sector vehicles toward full electrification, accelerate the large-scale use of new-energy heavy trucks, and continue replacing high-pollution, high-emission vehicles. It will also promote electrification and low-carbon operation of inland vessels such as municipal service ships and ferries, and improve the energy efficiency of aircraft and ships through better airframe and hull design and cleaner powertrains.
The plan reflects how leading cities are using long-range targets to lock in the shift from fuel to electric transport, while upgrading charging and energy infrastructure to support the transition across road, rail and water freight.
