Yiwu has issued 930 "consolidator" licenses as part of a new export model that helps small-scale merchants combine scattered shipments into full container loads, dramatically lowering the cost of going overseas for low-value, small-batch goods.
The consolidator model splits collection, consolidation, customs clearance, logistics and settlement into standardized public services. Small sellers only need to hand over their goods, with the rest handled by professional consolidators. The approach now accounts for an estimated 80 percent of Yiwu's exports.
Data cited from a September 1, 2026 report by the Zhejiang Provincial Economic Information Center shows that 930 licenses have been issued and the model has effectively turned "national goods, Yiwu consolidation, global delivery" from a slogan into production capacity.
Analysts said the consolidator model is not just exporting products but exporting a methodology, lowering the threshold for low-value, small-batch overseas sales. They expect the model to be replicated in more industry clusters across China.
