Under the '15th Five-Year Plan' for new power-system construction issued by the National Development and Reform Commission and the National Energy Administration, China targets lifting the aggregated vehicle-to-grid (V2G) adjustable charging scale to 50 gigawatts by 2030, a 400% increase over 2025.
As of the end of June, China had nearly 50 million electric vehicles on the road. Academician Ouyang Minggao has argued that vehicle-to-grid interaction is the key path to solving charging-capacity constraints, and the industry is entering a golden window for scaled commercial use.
The plan frames EVs not just as loads but as distributed, movable storage that can feed power back during peaks and charge during valleys, turning millions of car batteries into a flexible grid resource - a model already being piloted in several cities.
