The document guides financial institutions to optimize financial services in lower-tier market consumption and strengthen financial support for eligible consumer and commercial facility projects. It supports eligible wholesale, retail and consumer-service enterprises in issuing bonds and seeking listings. For commercial-distribution enterprises that newly open chain stores in county areas, they may apply for guaranteed entrepreneurship loans with interest subsidies.
