A People's Daily commentary (September 27) argues that developing a smart economy is becoming a defining new advantage for China's development, as the country implements the State Council's AI+ action opinion.
Under the 15th Five-Year Plan, China will fully roll out the AI+ action, aiming to seize the high ground of AI industrial application and empower all sectors. By 2030, AI is to comprehensively power high-quality development, with next-generation smart terminals and agents reaching over 90% application penetration and the smart economy becoming a major growth pole.
The commentary calls for a point-line-surface approach: at the point, break through core AI chips, high-availability foundational software and key algorithms; along the line, build a factor system coordinating compute, models and data; and across the surface, deepen scenario application in science, industry, consumption, livelihoods and governance.
With China's manufacturing scale ranking first globally for 16 consecutive years, every one-percentage-point rise in AI application penetration means thousands of industrial firms stepping into intelligent transformation — releasing new growth in smart vehicles, smart homes and beyond.
