The Communist Party of China Central Committee and the State Council have printed and distributed the Opinions on Developing New Quality Productive Forces, explicitly proposing the full implementation of the "AI+" action and making systematic deployments for applying artificial intelligence to transform traditional industries and accelerate next-generation intelligent terminal scenarios, Economic Information Daily reported on October 13.
The Opinions put forward 19 key measures across five aspects: scientific and technological innovation, industrial innovation, innovation in development models, institutional and mechanism innovation, and talent work mechanisms. They call for advancing AI-driven transformation of traditional industries, accelerating scenario applications of new-generation intelligent terminals including intelligent connected NEVs, AI phones and computers, and humanoid robots, and speeding up innovation in digital and intelligent technologies such as computing power, algorithms, and data.
The document also calls for layout of national AI industry application pilot bases and high-value application scenarios tailored to local conditions and industries, alongside building technology monitoring, risk early-warning, and emergency response systems to ensure AI is safe, reliable, and controllable.
Industry experts say the full implementation of the "AI+" action will open new growth space for the intelligent economy. According to calculations by the China Academy of Information and Communications Technology (CAICT), China's AI industry scale exceeded 1.2 trillion yuan in 2025, up 40% year on year, with the application layer accounting for 55% of the total. As of June 2026, the number of AI enterprises in China exceeded 6,600, representing 15% of the global total, forming a complete industrial system covering foundational infrastructure, model frameworks, and industry applications.
