China's push to bring new energy vehicles to rural areas continued to gather policy momentum during the National Day holiday, with Yunnan extending its 2026 consumption vouchers for NEVs and the "automobiles to the countryside" program starting October 1.

Local measures go beyond subsidies. The 2026 NEV-to-countryside campaign event in Guyuan, Hebei province was held alongside a local consumer festival, offering combined government subsidies and automaker discounts, while setting up a full-chain service zone integrating vehicle makers, charging and swapping operators, and financial and insurance providers, and displaying charging piles suited to rural road environments.

Supply is expanding in parallel. A total of 155 models have entered the 2026 campaign catalog, covering a price range from 30,000 yuan to 300,000 yuan. The catalog includes micro EVs such as the Wuling Hongguang MINIEV and Chery Little Ant, mainstream models such as BYD Qin and Song series, and for the first time the Xiaomi SU7 and the Tesla Model 3.

Closing infrastructure gaps is equally important. According to the National Charging Facilities Monitoring Service Platform, the total number of EV charging piles nationwide reached 24.223 million as of the end of August 2026, an increase of 39.6% year-on-year.

Experts cautioned that the deeper the penetration into lower-tier markets, the more concrete the gaps become. On the charging side, county-level charging pile density remains low, and in some townships having a vehicle without having a charger is still a reality. On the service side, there are few outlets and a shortage of technicians, meaning a single repair can take several days. Rural road conditions and use cases such as cargo transport, water immersion and unpaved surfaces also impose different requirements on products than urban settings.

The assessment is that the second half of the rural NEV push will be decided by infrastructure, service networks and product adaptation — whether manufacturers can turn "selling vehicles" into "vehicles that work reliably" will determine how far county-level markets can go.
