South Korea is committing about 3.49 billion US dollars to a sovereign AI initiative, part of a broader national effort to build domestic AI capacity rather than rely on foreign models and cloud infrastructure. The plan comes as authorities open a probe into AI-driven cyber attacks that hit seven financial firms.
Officials have framed sovereign AI as both an economic and a security priority, arguing that countries need control over the models and data that increasingly run critical services. The funding is expected to support local foundation-model development, public-sector deployment, and compute infrastructure.
The banking incidents, in which automated attacks reportedly leveraged large language models to coordinate intrusions, have sharpened the policy debate around AI security. Regulators say the investigation will examine how financial institutions validate and monitor AI-assisted activity. The episode mirrors wider concerns in Europe and the United States about autonomous agents appearing on both the defensive and offensive sides of cybersecurity.
