Shanghai's Economic and Information Technology Commission has issued the "15th Five-Year Plan for Software and Information Services Industry," targeting an industry scale of 4 trillion yuan by 2030, with artificial intelligence as the primary driver of digital transformation.
The plan emphasizes seizing AI opportunities to drive digital-intelligent transformation across seven key areas: internet, software, digital content, cybersecurity, intelligent computing cloud, financial technology, and industrial services. It also includes forward-looking布局 in emerging tracks such as AI agents and AI gaming.
On the hardware side, Shanghai will accelerate breakthroughs in ultra-large-scale intelligent computing cluster networking technology, focusing on core components including high-performance computing chips (GPU/NPU), quantum chips (QPU), high-speed optical interconnects (CPO), high-bandwidth memory (HBM), and heterogeneous servers.
The plan also calls for advancing next-generation model architectures, exploring non-Transformer approaches including state space models, recurrent neural network variants, and liquid neural networks, while promoting deep integration of autonomous chips with mainstream large models.
Spatially, Shanghai will create a "one ring, two poles, three corridors" development pattern, optimizing enterprise cultivation, open-source ecosystems, and industrial base systems.
