Yiwu has launched China's first pilot program for cosmetics purchasing-location declaration, revolutionizing the export process for beauty products nationwide. The initiative allows cosmetics from across China to be declared and inspected at the purchasing location in Yiwu, rather than at multiple production sites.
Previously, when a buyer purchased cosmetics from three different production locations, they had to travel to each location separately for inspection procedures - a process that could take a week. Under the new pilot, all cosmetic products can be declared in one place at Yiwu, with processing completed in under 30 minutes.
The pilot, launched on July 31, 2025, raised the single declaration value limit from US$1,000 to US$150,000 and removed weight restrictions, enabling "one-time declaration, one-time inspection, and rapid release."
The program now covers 24 categories of beauty products including makeup, skincare, and beauty tools. Over the past year, 316 production enterprises and 130 shippers have registered, benefiting nearly 2,000 small and micro beauty merchants in expanding overseas.
One import-export company reported that a single customs declaration now saves approximately 5,000 yuan in costs, representing a transformative improvement in trade efficiency.
