The National Energy Administration reported on October 8 that from October 1 to 7, new energy vehicles recorded 6.711 million charging sessions across 62,700 highway charging facilities monitored by the national platform, with total charging volume reaching 163 million kilowatt-hours. Average daily charging volume stood at 23.2566 million kilowatt-hours, up 51.42% year on year.
The surge reflects accelerating electrification of long-distance travel in China. Meanwhile, the fourth and final tranche of 62.5 billion yuan in ultra-long special treasury bonds supporting consumer goods trade-ins has been issued, bringing the full-year allocation to 250 billion yuan and effectively closing out the program.
Ministry of Commerce data show that from October 1 to 3, the trade-in program drove 19.63 billion yuan in sales across 3.483 million consumer transactions, including 46,000 vehicles that generated 7.45 billion yuan in new car sales. Scrap-and-renew subsidies reach up to 20,000 yuan for NEVs and 15,000 yuan for trade-in replacements.
NEV promotion in lower-tier markets is also advancing: from October 1, Yunnan continued issuing 2026 consumption vouchers for NEVs and the "Vehicles to Countryside" program, while counties such as Gugu in Hebei combined government subsidies with automaker discounts and full-chain service zones. Charging infrastructure continues to sink into rural areas, making county markets an important source of incremental demand.
