Speaking at the 17th "Modern New SOEs" seminar, Zhang Xiaoqiang, former vice chairman of the National Development and Reform Commission, said that among the world's top-10 open-source models this year, nine are Chinese; China is home to more than 6,200 AI enterprises and holds 60% of global AI patents.
China's intelligent-computing scale grew from about 730 EFLOPS at the end of 2023 to 2,100 EFLOPS by June 2026, accounting for roughly 90% of total computing scale. Daily token-call volume surged from 100 billion in early 2024 to 500 trillion by June 2026 — thousands-fold growth in just over two years — showing AI applications have entered a phase of large-scale deployment with systemic breakthroughs from the compute base to industry scenarios.
The seminar, hosted by the State-owned Assets Report magazine and Alibaba Cloud, focused on AI empowering industrial-scenario innovation and value uplift. The State-owned Assets Supervision and Administration Commission has deployed a central-enterprise "AI+" special action; Zhejiang's provincial SASAC has this year released 20 "AI+" typical application scenarios, 6 high-quality datasets, 5 vertical large models and 10 agent products across transport, energy, manufacturing, pharmaceuticals and agriculture.
